Youth Represent a Growing Portion of Cyber-Criminals

Easily accessible tools and cognitive distance from victims make it easier for individuals to commit crimes online.

The British National Crime Agency (NCA) has examined some of the pathways individuals take into cyber crime, noting that a large portion of individuals on the 'periphery' of malicious computer crime often started with simple modding and cheating on games.  The agency identified several factors leading to a cyber crime, noting the prevalence and availability of hacking programs and warez, the low likelihood of being caught, and the false assumption that hacking is victimless.
